County executives from Harford, Baltimore and Cecil Counties will join Baltimore City Mayor Sheila Dixon today in signing a memorandum of understanding related to regional planning related to the BRAC expansion at Aberdeen Proving Ground. Officials from Delaware and Pennsyvlania are also signing the agreement.
A similar planning arrangement is in place for the area around Fort Meade.

The Orioles drop to 2 games out of first (for now – 1.5 or 2.5 depending on the Red Sox game later) after losing to Oakland 5-2 in a late afternoon game today. Jeremy Guthrie pitched 5 innings and picked up the loss. His record now is 1-1 and his ERA for the season is 3.00. The Os fall to 11-9 with the league-leading Red Sox coming to town for a 2-game series tomorrow and Thursday.
Probable pitchers for tomorrow are Daniel Cabrera and Curt Schilling while Adam Loewen and Josh Beckett should face each other Thursday. As we reported earlier this afternoon, Scott Williamson has been placed on the 15-day DL and Jim Johnson was brought up from Norfolk to fill the void.
