Sex offender sought in Carroll County

Police in Carroll County are still looking for a registered sex offender who was able to remove his monitoring bracelet.

A warrant is out for the arrest of Paul Raymond Smith, 50, of the 900 block of Glenbrook Court in Westminster. He is being charged with second-degree escape. According to the Carroll County Sheriff’s Office, Smith was able to cut his monitoring bracelet off of his ankle. He was ordered to wear it for three months for failing to register as a sex offender.

It is believed that Smith is still in the area. He reportedly frequents the Route 140 corridor in Westminster.
