Restrictions added to death penalty
MD has executed so few people since the death penalty was reinstated some 30-odd years ago – does this still effectively end it?
The Maryland Senate has amended a death penalty repeal bill to keep capital punishment on the books while limiting its use.
The Senate voted 33-12 Tuesday to accept an amendment by Sen. Robert Zirkin, a Baltimore County Democrat.
Under the amendment, either biological evidence such as DNA, a videotaped confession to a murder or a video recording that conclusively links a defendant to a murder would be needed to seek the death penalty
